Bush signed a resolution establishing the Yucca Mountain repository, but Barack Obama campaigned against it, and ended up cutting funding for Yucca Mountain in his 2010 budget. Some of the Nuclear Waste Fund money was spent on that effort, but that project shut down in 1994 because it wasn't working, Nesbit said.
